15th July 2010 - CWN Welcomes EU's Latest View on Gender Quotas on Company Boards

On 15th July the European Commission announced that it is considering introducing quotas to tackle gender imbalances in the decision-making bodies of private companies, where only 10% of members are women.

"Equality in decision-making is not yet a fact," EU Fundamental Rights Commissioner Viviane Reding told a hearing of the European Parliament's women's rights and gender equality committee on 14th July.  "I do not rule out the possibility of putting forward legislation in this area," she added.

India Gary-Martin, President of City Women's Network, said: "Quotas have long been debated, and it is encouraging to see that the European Commission is debating this matter further. CWN, in its submission to the recent Treasury Select Committee Report into senior women's leadership: 'Women in City', made key points which we believe are critical to further the advancement of senior women.

"These include diversity in the workplace; improved mentoring programmes for women; employers implementing policies providing for greater transparency and mandatory reporting of gender differences in recruiting, retention, promotion and compensation. We would like to see the debate regarding quotas continue, and to achieve a strong dialogue among corporate organisations for senior women's leadership."

Background:

  • Only one in ten board members of Europe's top listed companies are women, according to figures published by the European Commission. The representation of women among CEOs of the biggest companies is even lower, at 3%.
  • This is despite a recent study, endorsed by Brussels, which shows that a higher presence of women in top jobs has a positive impact on economic growth.
Nevertheless, economic circles are still largely inaccessible to women. No governor of a European central bank is female, for example.
  • Gender equality is also far from being a reality in the political field. In Europe, only 24% of members of national parliaments are women. And only 27% of government members are female.

News Release April 3rd 2010 - CWN STATEMENT ON THE TREASURY SELECT COMMITTEE REPORT ON WOMEN IN THE CITY

City Women’s Network believes the problem of very few women directors on the boards of FTSE 100 companies is largely one of demand, not supply.

City Women’s Network gave evidence to the Treasury Select Committee in October 2009. Commenting on the Treasury Select Committee Report on Women in the City, India Gary-Martin, President of City Women’s Network said:

'There’s an inherent problem in the life cycle of recruitment of women to the boards of FTSE 100 companies. The problem is not just related to board selection committees. Selection committees often contract headhunters who, by nature of the types of candidates that they represent, do not offer enough women in the pool of candidates. If board selection committees don't specify that a diverse slate of candidates be presented, there is little incentive for head-hunters to look outside of their traditional pool which means that female candidates are deselected before the process even begins.'
